The rent cap

Annual rent increases are limited to 7% + CPI (Consumer Price Index) for the Portland-Salem region. The Oregon Office of Economic Analysis publishes the maximum allowable increase each September for the following year.

Notice requirements

Landlords must provide at least 90 days' written notice before any rent increase takes effect.

Exemptions

The rent cap does NOT apply to:
- Units built within the last 15 years
- Subsidized housing
- The first year of tenancy for a new tenant
- Landlord-occupied properties rented to a single tenant

Additional protections

  • Rent increases above 5% trigger no-fault eviction protections — the landlord must pay relocation assistance equal to one month's rent
  • Landlords cannot increase rent during the first year of a month-to-month tenancy
  • Portland has additional local protections including mandatory relocation assistance

What to do about an excessive increase
